disputing察it is one of my greatest pleasures察however察to show the regard I

have for your counsel察I promise you I will察if possible察avoid them。; He

had some reason for loving to dispute察being eloquent察an acute sophister察

and察therefore察generally successful in argumentative conversation。 He had

been brought up to it from a boy察his father察as I have heard察accustoming

his children to dispute with one another for his diversion察while sitting at

table after dinner察but I think the practice was not wise察for察in the course

of my observation察these disputing察contradicting察and confuting people are

generally unfortunate in their affairs。 They get victory sometimes察but they

never get good will察which would be of more use to them。 We parted察he

going to Philadelphia察and I to Boston。

In returning察 I met at New York with the votes of the Assembly察 by

which it appear'd that察 notwithstanding his promise to me察 he and the

House were already in high contention察 and it was a continual battle

between them as long as he retain'd the government。 I had my share of it察

for察as soon as I got back to my seat in the Assembly察I was put on every

committee for answering his speeches and messages察 and by the

committees always desired to make the drafts。 Our answers察as well as his

messages察were often tart察and sometimes indecently abusive察and察as he

knew I wrote for the Assembly察one might have imagined that察when we

met察we could hardly avoid cutting throats察but he was so good´natur'd a

man that no personal difference between him and me was occasion'd by

the contest察and we often din'd together。

One afternoon察in the height of this public quarrel察we met in the street。

;Franklin察─says he察 you must go home with me and spend the evening察I

am to have some company that you will like察─and察taking me by the arm察

he led me to his house。 In gay conversation over our wine察after supper察he

told us察 jokingly察 that he much admir'd the idea of Sancho Panza察 who察

when it was proposed to give him a government察requested it might be a

government of blacks察as then察if he could not agree with his people察he

might sell them。 One of his friends察who sat next to me察says察 Franklin察

why do you continue to side with these damn'd Quakers拭 Had not you

better sell them拭 The proprietor would give you a good price。; ;The

governor察─ says I察 has not yet blacked them enough。; He察 indeed察 had

labored hard to blacken the Assembly in all his messages察but they wip'd

off his coloring as fast as he laid it on察and plac'd it察in return察thick upon

his own face察so that察finding he was likely to be negrofied himself察he察as

well as Mr。 Hamilton察 grew tir'd of the contest察 and quitted the

government。

These public quarrels were all at bottom owing to the

proprietaries察our hereditary governors察who察when any expense was to be

incurred for the defense of their province察 with incredible meanness

instructed their deputies to pass no act for levying the necessary taxes察

unless their vast estates were in the same act expressly excused察and they

had even taken bonds of these deputies to observe such instructions。 The

Assemblies for three years held out against this injustice察tho' constrained

to bend at last。 At length Captain Denny察 who was Governor Morris's

successor察 ventured to disobey those instructions察 how that was brought

about I shall show hereafter。

        My acts in Morris's time察military察etc。Marg。 note。А

But I am got forward too fast with my story此 there are still some

transactions to be mention'd that happened during the administration of

Governor Morris。

War being in a manner commenced with France察 the government of

Massachusetts Bay projected an attack upon Crown Point察 and sent Mr。

Quincy to Pennsylvania察and Mr。 Pownall察afterward Governor Pownall察to

New York察to solicit assistance。 As I was in the Assembly察knew its temper察

and was Mr。 Quincy's countryman察he appli'd to me for my influence and

assistance。 I dictated his address to them察which was well receiv'd。 They

voted an aid of ten thousand pounds察to be laid out in provisions。 But the

governor refusing his assent to their bill which included this with other

sums granted for the use of the crown察 unless a clause were inserted

exempting the proprietary estate from bearing any part of the tax that

would be necessary察the Assembly察tho' very desirous of making their grant

to New England effectual察were at a loss how to accomplish it。 Mr。 Quincy

labored hard with the governor to obtain his assent察but he was obstinate。

I then suggested a method of doing the business without the governor察

by orders on the trustees of the Loan Office察which察by law察the Assembly

                                             124

had the right of drawing。 There was察indeed察little or no money at that time

in the office察and therefore I propos'd that the orders should be payable in

a year察and to bear an interest of five per cent。 With these orders I suppos'd

the provisions might easily be purchas'd。 The Assembly察 with very little

hesitation察adopted the proposal。 The orders were immediately printed察and

I was one of the committee directed to sign and dispose of them。 The fund

for paying them was the interest of all the paper currency then extant in

the province upon loan察together with the revenue arising from the excise察

which being known to be more than sufficient察they obtain'd instant credit察

and were not only receiv'd in payment for the provisions察 but many

money'd people察 who had cash lying by them察 vested it in those orders察

which they found advantageous察 as they bore interest while upon hand察

and might on any occasion be used as money察so that they were eagerly all

bought up察and in a few weeks none of them were to be seen。 Thus this

important affair was by my means compleated。 My Quincy return'd thanks

to the Assembly in a handsome memorial察went home highly pleas'd with

the success of his embassy察and ever after bore for me the most cordial and

affectionate friendship。

The British government察 not chusing to permit the union of the

colonies as propos'd at Albany察and to trust that union with their defense察

lest they should thereby grow too military察 and feel their own strength察

suspicions and jealousies at this time being entertain'd of them察sent over

General Braddock with two regiments of regular English troops for that

purpose。 He landed at Alexandria察 in Virginia察 and thence march'd to

Frederictown察in Maryland察where he halted for carriages。 Our Assembly

apprehending察 from some information察 that he had conceived violent

prejudices against them察as averse to the service察wish'd me to wait upon

him察 not as from them察 but as postmaster´general察 under the guise of

proposing to settle with him the mode of conducting with most celerity

and certainty the despatches between him and the governors of the several

provinces察with whom he must necessarily have continual correspondence察

and of which they propos'd to pay the expense。 My son accompanied me

on this journey。

We found the general at Frederictown察 waiting impatiently for the
