 which I shall  say�察�they bind not at all�察�because whatsoever another gets from  me by force�察�I still retain the right of�察�and he is obliged  presently to restore。  He that forces my horse from me�察�ought  presently to restore him�察�and I have still a right to retake him。    By the same reason�察�he that forced a promise from me�察�ought  presently to restore it�察�i。e。  quit me of the obligation of it�察 �or I may resume it myself�察�i。e。  chuse whether I will perform it�此 �for the law of nature laying an obligation on me only by the  rules she prescribes�察�cannot oblige me by the violation of her  rules�此�such is the extorting any thing from me by force。  Nor  does it at all alter the case to say�察�I gave my promise�察�no more  than it excuses the force�察�and passes the right�察�when I put my  hand in my pocket�察�and deliver my purse myself to a thief�察�who  demands it with a pistol at my breast。         Sec。 187。  From all which it follows�察�that the government of  a conqueror�察�imposed by force on the subdued�察�against whom he had  no right of war�察�or who joined not in the war against him�察�where  he had right�察�has no obligation upon them。      Sec。 188。  But let us suppose�察�that all the men of that  community�察�being all members of the same body politic�察�may be  taken to have joined in that unjust war wherein they are subdued�察 �and so their lives are at the mercy of the conqueror。      Sec。 189。  1 say�察�this concerns not their children who are  in their minority�此�for since a father hath not�察�in himself�察�a  power over the life or liberty of his child�察�no act of his can  possibly forfeit it。  So that the children�察�whatever may have  happened to the fathers�察�are freemen�察�and the absolute power of  the conqueror reaches no farther than the persons of the men that  were subdued by him�察�and dies with them�此�and should he govern  them as slaves�察�subjected to his absolute arbitrary power�察�he has  no such right of dominion over their children。  He can have no  power over them but by their own consent�察�whatever he may drive  them to say or do�察�and he has no lawfull authority�察�whilst force�察 �and not choice�察�compels them to submission。

     Sec。 190。  Every man is born with a double right�此�first�察�a  right of freedom to his person�察�which no other man has a power  over�察�but the free disposal of it lies in himself。  Secondly�察�a  right�察�before any other man�察�to inherit with his brethren his  father's goods。      Sec。 191。  By the first of these�察�a man is naturally free  from subjection to any government�察�tho' he be born in a place  under its jurisdiction�察�but if he disclaim the lawful government  of the country he was born in�察�he must also quit the right that  belonged to him by the laws of it�察�and the possessions there  descending to him from his ancestors�察�if it were a government  made by their consent。      Sec。 192。  By the second�察�the inhabitants of any country�察 �who are descended�察�and derive a title to their estates from those  who are subdued�察�and had a government forced upon them against  their free consents�察�retain a right to the possession of their  ancestors�察�though they consent not freely to the government�察 �whose hard conditions were by force imposed on the possessors of  that country�此�for the first conqueror never having had a title to  the land of that country�察�the people who are the descendants of�察 �or claim under those who were forced to submit to the yoke of a  government by constraint�察�have always a right to shake it off�察 �and free themselves from the usurpation or tyranny which the  sword hath brought in upon them�察�till their rulers put them under  such a frame of government as they willingly and of choice  consent to。  Who doubts but the Grecian Christians�察�descendants  of the ancient possessors of that country�察�may justly cast off  the Turkish yoke�察�which they have so long groaned under�察�whenever  they have an opportunity to do it�拭 �For no government can have a  right to obedience from a people who have not freely consented to  it�察�which they can never be supposed to do�察�till either they are  put in a full state of liberty to chuse their government and  governors�察�or at least till they have such standing laws�察�to  which they have by themselves or their representatives given  their free consent�察�and also till they are allowed their due  property�察�which is so to be proprietors of what they have�察�that  no body can take away any part of it without their own consent�察 �without which�察�men under any government are not in the state of  freemen�察�but are direct slaves under the force of war。      Sec。 193。  But granting that the conqueror in a just war has  a right to the estates�察�as well as power over the persons�察�of the  conquered�察�which�察�it is plain�察�he hath not�此�nothing of absolute  power will follow from hence�察�in the continuance of the  government�察�because the descendants of these being all freemen�察 �if he grants them estates and possessions to inhabit his country�察 。�without which it would be worth nothing�� whatsoever he grants  them�察�they have�察�so far as it is granted�察�property in。  The  nature whereof is�察�that without a man's own consent it cannot be  taken from him�察     �Sec。 194。  Their persons are free by a native right�察�and  their properties�察�be they more or less�察�are their own�察�and at  their own dispose�察�and not at his�察�or else it is no property。   Supposing the conqueror gives to one man a thousand acres�察�to him  and his heirs for ever�察�to another he lets a thousand acres for  his life�察�under the rent of 501。  or 5001。  per arm。  has not the  one of these a right to his thousand acres for ever�察�and the  other�察�during his life�察�paying the said rent�拭�and hath not the  tenant for life a property in all that he gets over and above his  rent�察�by his labour and industry during the said term�察�supposing  it be double the rent�拭 �Can any one say�察�the king�察�or conqueror�察 �after his grant�察�may by his power of conqueror take away all�察�or  part of the land from the heirs of one�察�or from the other during  his life�察�he paying the rent�拭�or can he take away from either the  goods or money they have got upon the said land�察�at his pleasure�拭  �If he can�察�then all free and voluntary contracts cease�察�and are  void in the world�察�there needs nothing to dissolve them at any 

time�察�but power enough�此�and all the grants and promises of men in  power are but mockery and collusion�此�for can there be any thing  more ridiculous than to say�察�I give you and your's this for ever�察 �and that in the surest and most solemn way of conveyance can be  devised�察�and yet it is to be understood�察�that I have right�察�if I  please�察�to take it away from you again to morrow�拭     �Sec。 195。  1 will not dispute now whether princes are exempt  from the laws of their country�察�but this I am sure�察�they owe  subjection to the laws of God and nature。  No body�察�no power�察�can  exempt them from the obligations of that eternal law。  Those are  so great�察�and so strong�察�in the case of promises�察�that  omnipotency itself can be tied by them。  Grants�察�promises�察�and  oaths�察�are bonds that hold the Almighty�此�whatever some flatterers  say to princes of the world�察�who all together�察�with all their  people joined to them�察�are�察�in comparison of the great God�察�but  as a drop of the bucket�察�or a dust on the balance�察 �inconsiderable�察�nothing�      �Sec。 196。  The short of the case in conquest is this�此�the  conqueror�察�if he have a just cause�察�has a despotical right over  the persons of all�察�that actually aided�察�and concurred in the war  against him�察�and a right to make up his damage and cost out of  their labour and estates�察�so he injure not the right of any  other。  Over the rest of the people�察�if there were any that  consented not to the war�察�and over the children of the captives  themselves�察�or the possessions of either�察�he has no power�察�and so  can have�察�by virtue of conquest�察�no lawful title himself to  dominion over them�察�or derive it to his posterity�察�but is an  aggressor�察�if he attempts upon their properties�察�and thereby puts  himself in a state of war against them�察�and has no better a right  of principality�察�he�察�nor any of his successors�察�than Hingar�察�or  Hubba�察�the Danes�察�had here in England�察�or Spartacus�察�had he  conquered Italy�察�would have had�察�which is to have their yoke cast  off�察�as soon as God shall give those under their subjection  courage and opportunity to do it。  Thus�察�notwithstanding whatever  title the kings of Assyria had over Judah�察�by the sword�察�God  assisted Hezekiah to throw off the dominion of that conquering  empire。  And the lord was with Hezekiah�察�and he prospered�察 �wherefore he went forth�察�and he rebelled against the king of  Assyria�察�and served him not�察�2 Kings xviii。  7。  Whence it is  plain�察�that shaking off a power�察�which force�察�and not right�察�hath  set over any one�察�though it hath the name of rebellion�察�yet is no  offence before God�察�but is that which he allows and countenances�察 �though even promises and covenants�察�when obtained by force�察�have  intervened�此�for it is very probable�察�to any one that reads the  story of Ahaz and Hezekiah attentively�察�that the Assyrians  subdued Ahaz�察�and deposed him�察�and made Hezekiah king in his  father's lifetime�察�and that Hezekiah by agreement had done him  homage�察�and paid him tribute all this time。
