whose claim to be considered察is察that every day and week they sow new
crops of ruin with their venal types察which are the dragon's teeth of yore察

in everything but sharpness察aidings and abettings of every bad inclination
in the popular mind察 and artful suppressions of all its good influences此
such things as these察and in a word察Dishonest Faction in its most depraved
and most unblushing form察stared out from every corner of the crowded
hall。
;Did I see among them察 the intelligence and refinement此 the true察
honest察 patriotic heart of America拭 Here and there察 were drops of its
blood and life察 but they scarcely coloured the stream of desperate
adventurers which sets that way for profit and for pay。 It is the game of
these men察and of their profligate organs察to make the strife of politics so
fierce and brutal察and so destructive of all self´respect in worthy men察that
sensitive and delicate´minded persons shall be kept aloof察 and they察 and
such as they察be left to battle out their selfish views unchecked。 And thus
this lowest of all scrambling fights goes on察 and they who in other
countries would察from their intelligence and station察most aspire to make
the laws察do here recoil the farthest from that degradation。
;That there are察 among the representatives of the people in both
Houses察 and among all parties察 some men of high character and great
abilities察I need not say。 The foremost among those politicians who are
known in Europe察 have been already described察 and I see no reason to
depart from the rule I have laid down for my guidance察of abstaining from
all mention of individuals。 It will be sufficient to add察that to the most
favourable accounts that have been written of them察 I fully and most
heartily subscribe察and that personal intercourse and free communication
have bred within me察not the result predicted in the very doubtful proverb察
but increased admiration and respect。;
Towards the end of his book察the Young Man from the Country thus
expressed himself concerning its people此
;They are察 by nature察 frank察 brave察 cordial察 hospitable察 and
affectionate。 Cultivation and refinement seem but to enhance their
warmth of heart and ardent enthusiasm察and it is the possession of these
latter qualities in a most remarkable degree察 which renders an educated
American one of the most endearing and most generous of friends。 I
never was so won upon察 as by this class察 never yielded up my full

confidence and esteem so readily and pleasurably察as to them察never can
make again察in half a year察so many friends for whom I seem to entertain
the regard of half a life。
;These qualities are natural察I implicitly believe察to the whole people。
That they are察however察sadly sapped and blighted in their growth among
the mass察and that there are influences at work which endanger them still
more察and give but little present promise of their healthy restoration察is a
truth that ought to be told。
;It is an essential part of every national character to pique itself
mightily upon its faults察and to deduce tokens of its virtue or its wisdom
from their very exaggeration。 One great blemish in the popular mind of
America察 and the prolific parent of an innumerable brood of evils察 is
Universal Distrust。 Yet the American citizen plumes himself upon this
spirit察 even when he is sufficiently dispassionate to perceive the ruin it
works察and will often adduce it察in spite of his own reason察as an instance
of the great sagacity and acuteness of the people察 and their superior
shrewdness and independence。
;'You carry' says the stranger察 'this jealousy and distrust into every
transaction of public life。 By repelling worthy men from your legislative
assemblies察it has bred up a class of candidates for the suffrage察who察in
their every act察disgrace your Institutions and your people's choice。 It has
rendered you so fickle察and so given to change察that your inconstancy has
passed into a proverb察for you no sooner set up an idol firmly察than you are
sure to pull it down and dash it into fragments此 and this察because directly
you reward a benefactor察 or a public´servant察 you distrust him察 merely
because he IS rewarded察 and immediately apply yourselves to find out察
either that you have been too bountiful in your acknowledgments察or he
remiss in his deserts。 Any man who attains a high place among you察
from the President downwards察may date his downfall from that moment察
for any printed lie that any notorious villain pens察 although it militate
directly against the character and conduct of a life察appeals at once to your
distrust察 and is believed。 You will strain at a gnat in the way of
trustfulness and confidence察 however fairly won and well deserved察 but
you will swallow a whole caravan of camels察 if they be laden with

unworthy doubts and mean suspicions。 Is this well察think you察or likely
to elevate the character of the governors or the governed察among you'
;The answer is invariably the same此 'There's freedom of opinion here察
you know。 Every man thinks for himself察 and we are not to be easily
overreached。 That's how our people come to be suspicious。'
;Another prominent feature is the love of 'smart' dealing此 which gilds
over many a swindle and gross breach of trust察many a defalcation察public
and private察and enables many a knave to hold his head up with the best察
who well deserves a halter此 though it has not been without its retributive
operation察for this smartness has done more in a few years to impair the
public credit察 and to cripple the public resources察 than dull honesty察
however rash察could have effected in a century。 The merits of a broken
speculation察or a bankruptcy察or of a successful scoundrel察are not gauged
by its or his observance of the golden rule察'Do as you would be done by'察
but are considered with reference to their smartness。 I recollect察on both
occasions of our passing that ill´fated Cairo on the Mississippi察remarking
on the bad effects such gross deceits must have when they exploded察 in
generating a want of confidence abroad察 and discouraging foreign
investment此 but I was given to understand that this was a very smart
scheme by which a deal of money had been made此 and that its smartest
feature was察that they forgot these things abroad察in a very short time察and
speculated again察as freely as ever。 The following dialogue I have held a
hundred times此 'Is it not a very disgraceful circumstance that such a man
as So´and´so should be acquiring a large property by the most infamous
and odious means察 and notwithstanding all the crimes of which he has
been guilty察 should be tolerated and abetted by your citizens拭 He is a
public nuisance察is he not' 'Yes察sir。' 'A convicted liar' 'Yes察sir。' 'He
has been kicked察 and cuffed察 and caned' 'Yes察 sir。' 'And he is utterly
dishonourable察 debased察 and profligate' 'Yes察 sir。' 'In the name of
wonder察then察what is his merit' 'Well察sir察he is a smart man。'
;But the foul growth of America has a more tangled root than this察and
it strikes its fibres察deep in its licentious Press。
;Schools may he erected察 East察 West察 North察 and South察 pupils be
taught察and masters reared察by scores upon scores of thousands察colleges
